Moa Construction Limited is committed to managing environmental, health
and safety (EHS) matters as an integral part of our business. We will
provide our clients with responsive, safe and reliable services while adhering
to the ideals of sustainable environmental management requirements. We believe that sound environmental, health and
safety policy contributes to our competitive strength and benefits our clients,
shareholders, and employees by contributing to the overall well being and
economic health of the communities we serve.
We will do so by adhering to the following principles:
COMPLIANCE We will comply with all applicable laws and regulations and will
implement programs and procedures to assure compliance. Strict compliance with
EHS standards will be key ingredient in the training, performance reviews and
incentives of all employees.
Where existing laws and regulations are not adequate to assure
protection of human health, safety and environment, we will establish and meet
our own EHS quality standards.
PREVENTION We will employ management systems and procedures specifically designed
to prevent activities and/or conditions that pose a threat to human health,
safety or the environment. We will minimize risk and protect our employees and
the communities in which we operate by employing safe technologies and
operating procedures, as well as being prepared for emergencies.
We will strive to prevent releases to the atmosphere, land or water. We
will minimize the amount and toxicity of waste generated and will ensure the
safe treatment and disposal of waste.
COMMUNICATION We will communicate our commitment to EHS quality to our employees,
suppliers and Clients. We will solicit their input in meeting our EHS goals and
in turn will offer assistance to meet their goals.
CONTINUOUS IMPROVEMENT We will continuously seek to improve our adherence to these principles,
and will periodically report to our stakeholders.
PREAMBLE It
is our Company policy to ensure that all safety precautions are under taken to
ensure that the working environment is safe for all our staff and equipment. It
is imperative that all the staff members are well conversant with the safety
precautions to be undertaken in the event of any unforeseen hazards on site.
All
precautionary measures will however be undertake to ensure that no such events
occur. The following are our immediate assessment and observation of the site
conditions. b) The site has been
examined. There are combustible liquids, vapour, gases and dust etc. b) All combustible
materials have either been suitably protected against heat and sparks. b) A suitable fire
extinguisher and fire hydration system has been installed. b) The operatives
will have the nearest fire alarm pointed out to them and will instructed what
to do in the event of fire. b) Electrical
equipments within the vicinity have been isolated. b) Appropriate
safety warning notices will be posted.
Nothing shall be omitted to
ensure that our staff adheres to the following: Render impairment of the
environment or Create unsafe working conditions or Obstruct any means of
access.
The passage of people and /or
vehicles on defined gangway or not, will at all times be free. However,
permission will be obtained from management or designated safety personnel
where blockage or obstruction cannot be avoided. We shall nevertheless provide
adequate warning signs –lighting or tape for fencing (cordoning off), to ensure
safety at all times.
1. Accident
and Incident Reporting Al accidents, dangerous
occurrences and potential hazardous situations will be reported to management.
These include actual and probable injuries to personnel, damages to property,
and spills or accidental releases that may have effect on the environment.
2. Fire
Hazards and Precautions When on site, Company fire
regulations as well as local fire authority regulations will be observed all
times.
It is our duty to make sure
all our workers know the fire assembly point area temporarily designated for
the group. Under no circumstance will the access to any fire assembly point be
obstructed.
3. Machinery Safety While working on the
premises/sites we shall not remove or displace any guard, fencing of safety
equipment designated to protect personnel or machinery without the authority of
the Company Representative. On completion of any work, any guards that had to
be removed must be replaced immediately and whilst work is being carried out,
such machinery must be locked off and not be operated
4. Risk Management It is our’ responsibility
to carry out assessment of all work at height to establish a safe system of
work for that activity. We take particular note of specific hazard such as
electrical cables, steam lines, obstructions, poor structural conditions and heat
including weather conditions where work is outside. All accesses where
junctions or obstruction due to poor visibility will be manned by our personnel
to control the movement of traffic
5. Area under Work at Height The area under work at
height must be cordoned off and warning notices posted. The area should be
supervised at all times when work at height is being undertaken.
Only those specifically
authorized to access the area should enter the area and hard hats must be worn.
a) Hard
Hats (helmets). Hard Hats must be worn at
all times in areas of activities involving work.
b) Foot –Wear Personnel working on site
must wear appropriate non- slip safely footwear. Particular attention should be
paid to ensure that footwear is clean, dry and in good condition.
c) Use of Tools at Height The minimum number of tools
required to be used at height should be carried in a tool bag or a tool belt
such that the hands are free when the ladder is being climbed. There must be
fixed points to which each tool can be secured when not in use e.g. tool belt.
d) Scaffolding Scaffolding must only be
constructed and dismantled by only trained and qualified personnel.
e) Lifting Equipment -Rated lifting capacity
must be stenciled or otherwise marked on all items of lifting equipment such as
hoists, ropes, forks & clamp trucks, cranes, anchor points.
-Hooks on such equipment
must be fitted with an automatic, spring- loaded safety latch. ---All items of lifting
equipment must undergo a recorded routine inspection before use and a formal
Certificate of Worthiness’ should be obtained every year from the Government
Inspector of Factories. -Damaged ropes must not be brought to site.
f) Cleanliness and Maintenance It is essential that all
items of equipment related to work at height are properly maintained and are
clean and dry when in use. Where conditions are wet, particular attention must
be given at the time of use to ensure that equipment surfaces, e.g. ladder
rungs, platform surfaces, are as clean and dry as possible.
g) Protective Wear & Equipment The wearing of personal
protective equipment must be enforced. All employees must wear protective
clothing.
6 Environment Protection We have a moral obligation
and a policy to preserve and protect the natural environment while carrying out
our operations. It is therefore our paramount responsibility to preserve the
environment in the process of executing the work.
Work practices employed by
us to execute a contract must fulfill the laid down requirements in the
national Environment Statute/Acts.
7 Waste Disposal All wastes leaving site are
categorized in three types namely: controlled, special and hazardous. All the
waste from the works e.g. excavated material will be removed from site as soon
as is practical.
8 Surfaces, Underground Water and
Soil Construction All works on the site that
may induce run off into the drainage system will be effectively controlled.
Drainage systems will not be of hazardous nature nor have any negative impact
on the surface or underground water or the soil. All chemical deliveries and
storage areas must be in such a manner that spillage or over flow is contained
if it occurs.
Security will be empowered
to deny entry to the premises of any vehicle or equipment that may leak while
on site. It is our responsibility to complete the contracted job with no
leakage or spillage incident so as to leave no stain, soft soil or affected vegetation
on the premises after completion of work.
Any pollutants generated
during the course of the construction work will be removed from site and
disposed of in an appropriate disposal area designated for such pollutants.
9 Hazardous Substances Control We
discourage the use or generation of waste substances that are defined as
hazardous. Management will be informed of any hazardous substance that has to
be brought on the premises by us.
We shall inform management,
prior to commencement of work, of process or materials of hazardous nature
connected with the contract work. We shall have secure storage for any such
material all containers will
be clearly labeled to show their contents.
Any disposal of work, of process or
material including any derived waste, which may be hazardous, will be
communicated to management or a designated environment, health and safety staff
for proper administration of the exercise.
10 Air Pollution Due
regard will be paid by us to any emission to the atmosphere as a result of our
operations or sub- contractor’s operations on site. We shall inform management
of all processes that may produce dust or fumes. All equipment that emits
gaseous oxides to the atmosphere will be well maintained before they are
brought to site. Any refuse that may emit volatile organic compounds will be
removed from the site immediately it is generated.
11 Supervision We ensure that staffs are
adequately supervised.
12 Signs and Notices Signs and notices
pertaining to the nature of work carried out will be put up conspicuously.
13 Compressed Air Tools Contractors must obtain
permission from management to use any compressed air supply on the site. Use of
compressed air receivers must only be after approval by management.
14 Hoisting and Lifting Related lifting capacity
must be stenciled or otherwise marked on all items of lifting equipment such as
hoists, ropes, fork & clamp trucks, cranes, anchor points.
Hooks on such equipment
must be fitted with an automatic, spring-loaded safety latch. All items of
lifting equipment will undergo a recorded inspection before being used and a
‘certificate of worthiness’ from the Government inspector of Factories will be
obtained.
Ropes and other lifting
tools will routinely be checked. Damaged ropes will not be brought to site.
Ropes damaged on the premises/ sites will be withdrawn immediately.
